It's not on my 9.1 or 8.6 installation. There are some libraries that are installed inside the System file by the OS installer and I don't think they are really user accessible. For example, there's one that is installed in PCI machines and not NuBus machines that makes HOMMIII and StarCraft fail to run on NuBus power macs.
