You might try opening the HotSync Manager inside the Palm Folder, and 
click the button "Disable HotSync" and uncheck the "Enable HotSync 
software at startup"   Since you have the Palm software loading at 
startup, it may be the source of your sound problem.

The Palm software is notorious for taking over a serial port and some 
other aspects of the system, at start up.

Unless you HotSync your PDA constantly, you can leave the software 
turned off until you want to use it.  (I had to do that with a laptop.  
Otherwise I could not use the modem or printer - only one serial port) 
When I want to use the HotSync software, I just go into the Palm 
software, and check "Enable HotSync" and perform my backup.  Then I go 
in and check "Disable HotSync" when finished.  No restarting the 
computer needed.

You might also look at your Modem and/or File Sharing settings.  If your 
system automatically connects to either of these at startup, they could 
be "taking over" the sound settings.
