Thanks to the many suggestions, Jeff's was the clue - Just on a hunch I
set up an extra external drive and loaded OS 8.5, and bingo I was able
to mount and copy from a ISO 9660 disk.  So I checked the files against
my OS 9.1 config - The ISO 9660 file is loaded in the extensions folder
BUT it does not show up under the extensions manager. So I copied a
known good file and replaced it into the extensions folder - Still it
does not show up after rebuilding the desktop and resetting the cuda ?
Thus something I have loaded must be conflicting with this critical
file.

At least with the help of others I was able to bug out the problem and
will be working on resolving.

PS - 18.2 GB WD SCSI hard drive noted on dealmac.com @ $ 59 works just
