This is partially true. If you install a USB 2.0 card into a machine 
running 8.6 thru 9.x then it will be stuck at 1.1 speed. OSX is able to 
fully utilize the 2.0 cards though. From what I can tell, it doesn't 
matter if it is installed in an old world or new world machine, it is 
the OS that is the limitation.
