The Acard ATA/IDE 66 works fine and without drivers in 8.6-9.1 and OS X.
It's cheap now, and there's no need for a faster controller card in older
machines like the J700.
Mine works fine with two ATA drives (13 and 30 GB) and a Lite-On CDRW drive,
and it works in the lower slots of the S900.

Another nice option is the Sonnet Trio, if you want USB 2.0, FireWire and
ATA 133 on one card. But it's much more expensive and I suppose it will only
work in the two inner slots of the J700.
