I doubt it's cable length because the ethernet twisted pair 
specification is rated to 100 meters.  If the machine can connect as 
is with no other changes at another location then it does seem the 
ethernet card is working as advertised.

That said, have you tried switching ports on the hub side?  How about 
the hub itself confirming via an LED that there is a physical 
connection?

Methinks there is a physical error somewhere.  My suspicion is the 
RJ-45 connector in the card isn't mating 100% with the RJ-45 
connector on the cable end.  There must be just enough slop in one of 
the 8 pins that a physical connection can't be made with this card.
