It could still be a problem in your power supply if the 5V or 3.3V supplies are bad. The hard drives will probably spin up okay just on the 12V. Check that the 3.3V connector is properly connected on your motherboard. That's the 6 pin connector from the power supply which has three orange and three black wires. If it is lose, nothing later than a PPC604 (no E) will work. Also pull and reseat your CPU. At this point it doesn't matter at all what you have installed or loaded in terms of drives. The computer isn't getting to the point where it looks for any drives. Also pull all your RAM. This will leave you with only 16 MB on the motherboard, but the goal at this point is just to get the start up sound. It doesn't matter if you have enough RAM installed to run an OS. If you have another CPU card, try it. It's not a bad idea to keep a cheap one around (such as the 7500/100 card) for such testing. If all that fails, it's probably the motherboard or the power supply. However, to be ultra certain you can pull all PCI cards and disconnect all SCSI cables and try again to get the start up sound.
