I vote for SCSI Voodoo. If the internal drive connections are OK and the 
drive spins up, I'd unplug all the external SCSI devices and see if the 
problem goes away. It could be a bad cable or a termination problem. If 
the computer detects a drive, it may sit and wait for a response rather 
than moving on. You might try booting from a CD too.

I have two C500s and one has a dead battery. It may not give me the time 
of day (is that date Steve Job's birthday?) but it boots fine anyway. 
Your experience may be different tho. Too bad the battery is so buried 
in there.
