It sounds like it is set up to be the only (or last) device on the bus. 
I did not look at your reference, but I am assuming that TE=termination 
enabled and TP=term power. You will have to check the docs on the 
3940UWD to see if it provides term power. Although I have run a bus with 
multiple sources of term power, I do not think that it is the proper way 
(i.e. it is not harmful but also not recommended). Both ends of the 
chain need to be terminated, and once again I am assuming that the 
3940UWD terminates its end automagically. E100 might be a firmware issue???
