I was wondering if anybody has yet discovered the cause of this problem.  I
never had it on my system in OS 8.6 or 8.1.  It began occurring in 9.1 but
only after about 6 months of 9.1 running.

Obviously the fix is easy (throwing away the pref) but any guesses on why
the problem occurs in the first place?  Thing is, this 'little' corrupted
prefs problem can cause some increasingly major system corruption if left
unchecked.  So its definitely a good reason to occasionally run a utility
program.  But if one has a fractured bootup process, its definitely a
culprit to consider right away.
