Some drives have this option. It is often done with jumpers. I just 
installed 4 9 gig SCA drives (80 pin) and they spin up at 12 second 
intervals using the SCSI id as the "multiplier." This means that id 0 
starts right away and id 2 starts 24 seconds later.
