Finally got it. GOT IT, I tell you!
That means that the mac7k.bin ROM file from the intial try was utter crap and no doubt left the card as a broken PC video card, and that my problems over the last two weeks were the result of not having a third video card to boot with. I'll wager if I had done the full ROM install the very first time it would have worked.
So I rebooted to my original floppy and this time did it "all in one
step" by using the full ROM file. Got it on the first try. Piece of
cake. No trouble at all (I'm in complete denial about the last two weeks,
OK?). Quickly slapped it in a nearby 7200 and it showed output when
booted!
One item of note as compared to Luis' mention yesterday about running
the full ROM: he mentioned something about it saying it was "done" when
completed. I got no such confirmation; it just went back to the A:\ when
it was done. Not completely encouraging at the time.

Regarding the full Rom install compared to the 2 step finish on a Mac. In the beginning the 2 step was all we had! I first used that method to flash an ATI PC PCI Radeon card bought cheap at CompUSA. I later sold it to a friend. When I at last got the hard to come by Sapphire 64mb card(at least in the USA) i had choices. So I tested both methods and found no differences at all in the process nor the finished flashed card. So I would say the chances of success are roughly equal either method. The one step is marginally easier. Just how many things can and do go wrong is a good lesson in how much better the Mac plug and play is. On the PC so many things can and do go wrong. It is very common for PC users to pay someone to install cards and software because they go through these problems with every upgrade! Info on how to do it on one machine doesn't work the same at all on another so is very hard to give help through email etc. So it makes it very hard to write up a how to. later Will S
