I found an old Apple CD-ROM Driver from Apple's site that works with every drive I've tried including Mashita and NEC (as well as Apple branded drives. The Driver is an old pre-OS8 driver. Here is the URL for the Universal driver and several other drivers:

You can delete the FWB CD extensions and the toolkit program after adding the Apple driver. I have never had any more problems since.
That is probably the Apple CDROM extension from OS 7.6. Note that it is replaced in 7.6.1 with a version which is not universal.
While the version from OS 7.6 is very versatile, I found that it doesn't work quite right with the Apple CD Player application in later versions of the OS.
