Drew,
If you have a motherboard cache installed, remove it. 
If you have your RAM interleaved, de-interleave it. 
Run a MacOS ONLY extension set along with CPU
Director.  I wouldn't use Apple System Profiler, it
consistently crashes my S900 when I launch it.  I am
not sure what you are talking about when you say you
have a 250 mhz core?  When I installed my 900 mhz zif
in my zif carrier, the processor was running
unmodified at 600 mhz with a 50 mhz bus. Multiplier of
12x50 mhz bus.  Try changing your extension set and
reinstalling CPU Director.  BTW, did you press and
hold your CUDA switch for 7 seconds after installing
the new processor?
