This, I found is really multisteps:
1.  Make sure appletalk is on in the control panels.
2.  Turn apple talk on in the chooser.
3.  Open AppleTalk Control Panel and chose
connections.
4.  Open Apple menue-Control Panels-File Sharing
5.  Set up the Network Identity and check needed items
in Sharing.  Each computer should have a name of some
sort.
     a.  In Start/Stop both File Sharing and Program
Linking should say STOP.  If it says START click to
start program.
6.  Click on icon of what you want to share (mine are
on the desktop), go to File-Get Info-Sharing and check
the appropriate boxes for what you want to do.

If all has gone right your chosen file should now show
up in the File Sharing Panel in Activity Monitor under
Shared Items.  
Hopefully the Item now shows up on the other monitor
and you can manipulate it.
I have a new G4-dual OS's-and am moving everything
from my UMAX to the new one.  I found that moving
10,000 plus files takes time and a lot of memory from
the main computer.  I had to turn off FS in the
control Panel to do some work on my Main-still using
the UMAX until the G4 is totally up and running. 
Can't open pics, for instance, until I get Picture
Viewer up to 6.2 etc.
