Depending on what you're running, you can easily format a firewire drive using
readily-available, and free, 3rd-party formatting software for OS 9.x.

I found something called Disk Control 1.1, it is available for free download here:

It worked fine in OS 9 using a portable firewire drive I assembled from a
plastic case and a mail-order laptop drive.

After I installed 10.2.8 onto my other computer (PowerMac 9600), I found that
it, too, recognized the Firewire drive without any additional fuss.

Under 10.2.8, I tried Apple's "Disk Utility" on the Firewire drive, and Disk
Utility "sees" the drive, and offers the choice to erase it (although I didn't
actually try that operation!).
