Alsoft Plus Optimizer (the same people that make DiskWarrior) and TechTool
Pro 3 both do the job in OS9.x quite well.

If you are trying to defrag a secondary partition (ie not a system
partition) you could simply copy the files on that partition to some other
drive/media, wipe the partition clean (reformat) and then copy the files
back onto the cleaned partition - you would then have a completely defragged
partition/drive.

You could do the same with a system partition, but many hidden files (ie
authorization files) would not be copied/moved. The best bet in that case
would be to use Retrospect to back up the entire volume, clear it off, then
reinstall the whole volume back again. You would obviously have to have some
other boot drive/disk available to do that.
