I think there is reasonable doubt that your problem is the power supply.
>From what you have said, the lights are on and the fan and hard drive power
up. Don�t get a new power supply or open the power supply case unless you
are certain the power supply is faulty. To check the power supply disconnect
the cables where they plug into the mother board and use a volt meter to see
if you have 3.3 V, 5V and 12 VDC coming from the power supply. Before
testing the power supply there are a lot of other things to try. I don�t
know what you have already done, but consider the following:
1. Try starting up from a bootable floppy (most people forget about using a
floppy disc, because they don�t have a floppy drive-you do!).  You can�t
boot up from your OS CD because the proper extensions are not loaded and
holding down the �C� key does not work with the s900. Bootable floppies can
be found on old Norton Utility or PowerTool discs. If necessary, you can get
a friend to make you a bootable floppy.  All you have to do is put a Mac
system (not the system folder) and the start-up disk control panel (so you
can load your OS CD and designate it as the start-up disk) on a floppy disc.
Of course, you must use an OS system that will fit on a floppy. System 7.0
will. You may be able to down- load such a bootable floppy from Apple or at
least down load an OS from which you can take the system. The s900 should
select your floppy as the start-up disk, but if it doesn�t hold down the
command-option-shift-delete keys when you start up.
2. Have you tried the usual things: startup holding down the shift key,
check to see if the mouse is stuck in the click position or the interrupt
switch is stuck, checked for bad memory by removing all the memory and
starting up using only the soldered in memory (32MB), disconnecting all SCSI
external devices. Tried to start-up from a bootable external drive-hard
drive, Zip or Syquest removal media drives while holding down the
command-option-shift-delete keys when starting up.
