FWIW, I have a StarTech 4-port USB card in an S900 running 10.3.9. It works fine in OS X, and does not appear to exist at all in OS 9. To be fair, OS X is specified as a Mac system requirement. So, if you don't particularly need USB in OS 9 (I don't, but I wouldn't have objected if it had worked!), this is an expensive candidate (~$12, I think).
