I had the same problem and here's what I did. I went into My Computer to
the proper directory where the profiles are stored (My computer > C
drive > Documents and Settings > {your windows user name} > Application
Data > Mozilla > Profiles > {named profile you use in 1.1.18} > {your
numbered .stl profile folder} used copy and paste to transfer contents
of the numbered profile, the one the program was actually using even
though it did not show up in Profile Manager, to a temp directory then
uninstalled 1.1.18 and deleted the Mozilla.org directory as well as the
Mozilla directory in application data. Then I reinstalled 1.1.18, after
it installed I opened it to create a profile then I deleted the files in
the new profile it created and copied over the files from the temp
directory and it loaded in perfectly. Then I reinstalled 2.0 and this
time the import wizard came up and I transferred over the profile.
Everything seems to be working so far, keep your fingers crossed.
what you're actually doing is replacing all the file that make up your
new profile with the files from your old profile, you could do it
without creating a new profile in the reinstalled 1.1.18. And if you
want to upgrade to 2.0 I suggest you uninstall while your uninstalling
1.1.18 and reinstall it after you fix 1.1.18 this way the profile
transfer wizard will run properly when you install 2.0.
Hope this makes sense, if not write me back and I'll reword it a little
clearer. Did you at one time after you had 1.1.18 installed, reinstall
Windows over itself, that's what caused my problem. I'm assuming you are
running Windows XP.

Correction, I had 1.1.18 installed and just installed 2.0.
I found out what appears to have happened.
It looks like it installed 2.0 separately on my computer, so I can run
2.0 and not find my old profile, or I can still run 1.1.18 using a
different start icon.
This is weird.
And with 1.1.18 I have just the browser installed, but 2.0 seems to have
gone and installed everything, which I didn't want.
Can I delete this 2.0 install and go get JUST the browser for 2.0 and
install it instead of 1.1.18 and use my existing profile?
