It was definitely 38,6MB when I browsed to the link referenced.
To please you, I browsed a bit and got a max peak of 57MB in task manager. I don't know on which site, as I visited a couple of them. I don't think the cache has much to do with it, but it is still at the standard 50MB.
To please you more, I brought down the cache to 1MB.

No change in the figures.

I don't have an ax to grind here, I'm just seeking truth, as any scientist would.

I happen to have my cache set at 320 MB, and if I view a lot of videos and such (but not YouTube, it seems to prevent caching) I can quickly run SeaMonkey up close to 200 MB in Task Manager. And of course if I load a 4 MB PDF, that counts toward my total. Admittedly, my v. 1.1.16 does launch at about 40 MB, or a little less without InfoRSS running.

And of course I will concede that a fair comparison would be two programs similarly configured performing similar tasks, so startup is the way to go. Just don't assume that you can keep running forever within a 40 MB footprint (unless you've throttled the cache as described).
