As you can tell from my asinine sense of entitlement and fear of new
things, I'm on Windows.
There are good reasons to use time last modified as seen on the server. There
are also good reasons to use time of download to the client. Therefore I would
say there is a *really* good argument for letting the user choose. On Linux/Mac
it's less critical, the accessed and changed dates can be used for sorting or
searching.
