Yes that is still the recommended way. But if you abandon your old machine, it doesn't really matter, as you would just transfer your new profile to the new PC and delete all the old stuff on the old machine after successfully moving anyway.
Please keep in mind that Win Vista/7 store the profile somewhere under C:\Users\... See http://kb.mozillazine.org/Profile_folder_-_SeaMonkey#SeaMonkey_2 for details. The procedure remains the same though. The contents of the slt-directory (this is a directory although it is named like a file) still go into the new slt-directory, it's just placed in a little different place.
