Yes: simply copy the whole profile from WinXP. It's in C:\Documents and Settings\<UserName>\Application Data\Mozilla\SeaMonkey (copy the whole folder). Then paste that folder in Win7 in C:\Users\<UserName>\AppData\Roaming\Mozilla\SeaMonkey. Launch SeaMonkey, and it will all be just as on your XP computer.
You have to make sure, though, that you have set your Folder options to show hidden files or else some directories won't be visible to you (Application Data and AppData, if I remember correctly).
