Assuming you are using windows, this _normally_ works by the window's "file association" and the file association setting for http: setting.
Would you take a fully qualified url such as http://www.seamonkey-project.org and paste that into the RUN line of the windows start menu and report back if the link opens in the current seamonkey window or if it starts a new window?
