Finally found a reference as this happened to me before. Back in April of 2008 I had the same problem. What cured it at that time was:
"Although I can find no references as to settings for printers in .js I decided to play with settings. When looking at about:config it showed that the option: Print.printer_xx.print_paper_size_unit which is an integer option was set at "1". I changed it to "0" on my default printer "xx"above and now my margin options are in inches on all my printers."
