Yeah, that is what you're supposed to see. I wonder why only this
Windows XP Pro. SP3's SeaMonkey v2.0.6 is seeing the error. :(

Try deleting/removing 'Root CA' and re-importing.

Thanks. That worked. Does default SeaMonkey clean install come with this
Root CA certificate at all? It seems like this is a generic SSL
certificate to have for all SSL/secured web sites?

No. As far as I know the cert still has "issues":
