Why does SeaMonkey (v 2.0.8) basically print a page that is mostly blank
on the first page, whereas IE doesn't?

Because different pages are developed using different software and for
different browsers, not all pages will be rendered by all browsers the same.
That page has code that Seamonkey can render correctly but cannot print
because it is interpreting some code to the best of its ability but
visually incorrect.
A simple work-around is to click on FILE then Edit Page, that will open
the Composer. Once in Composer, click on FILE and then PRINT. The page.
will print correctly because Composer does not execute the imbedded code
it just displays the page.
