I think it doesn't depend on user's settings. During my tests I didn't have OE-QuoteFix installed, although I had used it many years ago for a short period I had primarily used Outlook Express for Mail and News. I've found: "OE signature separator in news messages not RFC compliant - Fixed" <http://www.insideoe.com/problems/bugs.htm#sigseparator> The cumulative update which fixes the problem appears dated 10/30/2002.
