For most things, that's right. The only feature I know that we lost in the transition are groupmarks, which have been replaced by the possibility to open any folder of bookmarks in tabs. Everything else should (as far as I know) be preserved, but 2.1 also adds the possibility to use tags on bookmarks, use "livemarks", saved bookmarks searches, and a few other things (which are easier to do with the database model).
