Not sure about 2.2 (I'm using 2.1) but right clicking on the primary
news server (news.mozilla.org) and then clicking
Settings|news.mozilla.org|Server Settings|Ask me before...

Are those not available on 2.2?

Well, it is an early alpha release of the next version. File a bug report.
I'll start playing with 2.2 after 2.1 is released next week.
