The problem could have various causes. It's hard to say without further info, but I doubt it is a bug in SeaMonkey. Some email services may not support SeaMonkey. At the other end of the equation (the destination email service)... Municipalities often use small local hometown ISPs which aren't really up to snuff and you may encounter some strange rules. For example there could be a limit imposed on the size of each person's email box. It is also common for them to set spam flags too high.
