Seamonkey 2.2

In Seamonkey Mail, I currently have 1 email account, and 1 newsgroup
account. When I try to add a second email account, the new account
wizard does not give me the option to select which type of account I
want to add. With the Mail window open, I click on "Edit" in the
Mail toolbar, then I click on 'Mail and Newsgroup Account
Settings...'. This opens the "Mail & Newsgroups Account Settings"
window. I then click on the "Add Account..." button. This then
brings up the "Account Wizard" window. There are only two fields in
this window, 1) 'Your Name:', and 2) 'Email Address:', which already
has my email address prefilled in. I enter my name in the 'Your
Name:' field, and click on 'Next'. The next window that opens is
'Server Information' in the Account Wizard. There's only one field,
"Newsgroup Server:", which has 'news.mozilla.org' in it.

Am I doing something wrong?

The behavior you describe seems quite unusual. Could you try running
in Safe Mode to ensure non of your installed extensions is
interfering? In addition, do you see a "Back" button in the "Account
Wizard" dialog, like:

? Could you post a screenshot of the "Account Wizard" dialog you're
seeing?

On the other hand, I now see in the "Known Issues" <http://www.seamonkey-project.org/releases/seamonkey2.2/#issues>:

* After creating a news account through clicking a news URL, the MailNews account wizard may be broken (the account type will always be News). To work around the problem, set the mail.server.serverX.valid pref (where X is the internal number of the corresponding news account) to true in about:config, or delete the invalid news account (bug 521861).

So you may try, after opening the "Mail and Newsgroup Account Settings" dialog, searching for a suspicious additional news account and delete it, if don't know how it got there. Then try to add the new mail account.
