To be sure I understand you: You want to see ALL the domains for which
you have passwords, all together in one window at the same time, using
SeaMonkey 2.3.

If this is so, install the Password Exporter 1.2.1 extension from
<http://passwordexporter.fligtar.com>. Then, do the following:

1. On the SeaMonkey menu bar, select [Edit > Preferences].

2. On the left side of the Preferences window (under Category), select
[Privacy & Security > Passwords].

3. On the Passwords pane, select the Import/Export Passwords button
(installed by the extension).

4. On the Import/Export Passwords dialogue popup, select the View Saved
Passwords button.

NOTE: If you have not already logged-in with your master password (for
any reason) during the session, you will have to login with it before
you can see the list of domains for which you have passwords. You will
again have to login with your master password to see the actual
passwords. This is unchanged since SeaMonkey 2.0.14.

NOTE: You must download the Password Exporter 1.2.1 XPI file
(password_exporter-1.2.1-fx+tb+sm.xpi) onto your local hard drive. Then
you must use a ZIP utility to extract file install.rdf. Edit that file
in an ASCII editor. Locate the section in the file that contains
        <!-- Mozilla SeaMonkey -->
change the 5th line below that reads
        <em:maxVersion>2.1b1</em:maxVersion>
to be
        <em:maxVersion>2.3</em:maxVersion>
and then reinsert the edited install.rdf back into the XPI file before
attempting to install the extension. Alternatively, disable
compatibility checking either by changing the hidden preference variable
that controls such checking (I don't remember the variable's name) or by
installing the Add-ons Compatibility Reporter.

Isn't life better now that we have frequent, rapid version releases? :(
