Looks like you can still use the old cookie manager;

chrome://communicator/content/permissions/cookieViewer.xul

It would be nice if there was something more powerful though. I just want a list of all my domains with permitted cookies, the blacklisted sites, and a few other views that could make it really easy to manage which sites I trust and which I do not.
