It happens sometimes (or always?) that after an upgrade from the old
bookmarks.html used by SM 2.0 and below, the Personal Toolbar setting is
not migrated.
In those earlier versions, any folder could be declared the Personal
Toolbar by setting a flag in the Bookmarks Manager. Starting with
SeaMonkey 2.1, there is now a dedicated folder called Personal Toolbar;
the flag is gone.
Just open the Bookmarks Manager and search for your old Personal Toolbar
folder. Then copy or move its contents to the new dedicated folder on
the top level.
