HTML is allowed but not recommended. Writing in all-caps is considered
shouting therefore not recommended, too. Using slang and abbreviations
which are likely not understood by non-native English readers is not
recommended, if you want your post/question reach wider audience.

The "Insert -> Characters and Symbols" seem available only during HTML
composition. You could choose to always compose in HTML but send in
plain text, if you need it that much. You could switch to compose in
HTML selectively (given plain text is the default), holding the Shift
key while pressing "Reply" or "Compose" new message.
You could use OS specific means to insert characters and symbols like
"Alt code" [1], or the Character Map utility on Windows.

Or if you want more than an isolated character, you can use the
appropriate foreign keyboard to compose en français, auf Deutsch,
по-русски, 한국말로, etc. That's not prohibited, but of course your
readership will be limited.
