I have one, so it must come by default -- I use a completely uncustomised Seamonkey front-end, with no "themes" or other cosmetic nonsense. Also, I can replicate the described effect : if I alternative between "All" and "Unread", the bullet faithfully follows my choice; but if I select "Tags/Important", the bullet disappears, so I no longer know whether I am viewing All + Tags/Important or Unread + Tags/Important.
