You have three menu bars, really?

Wow.  Reading one of your other posts, I now realize you name all of the menu bar and the toolbars 
as menu bars.  So you're really talking about the "Mail Views" widget on the default 
"Search Bar" toolbar (in my setup I don't have such one).

I have one, so it must come by default -- I use a completely
uncustomised Seamonkey front-end, with no "themes" or other
cosmetic nonsense.

Also, I can replicate the described effect : if I alternative
between "All" and "Unread", the bullet faithfully follows my
choice; but if I select "Tags/Important", the bullet disappears,
so I no longer know whether I am viewing All + Tags/Important
or Unread + Tags/Important.

If I select Tags > Important while View > All is set, then the bullet changes to a check mark next to All in my SM 2.3.3.

If I select Tags > Important while View > Unread is set, then the bullet changes to a check mark next to Unread.

Selecting All or Unread changes it back to a bullet.

I still have no idea what this space is the OP is referring to, so maybe a screen shot would help.
