As far as I can tell, it's a Windows build issue. See my comments in:
https://bugzilla.mozilla.org/show_bug.cgi?id=664088
Just scrolling up and down that bug report with 2.4.1 on WinXP created
screen flicker. No flicker with 2.5.x. And no clicker in any version
with linux.
