Do you have Advertise Firefox compatibility checked in your Advanced > HTTP Networking preferences? If not check it, and see if that helps.

You can install Firefox, but shouldn't need to. Does the site load, or tell you your browser is not supported?

I can load the site with SeaMonkey 2.5. Not a government employee so can't try logging in.
