OK, restarted SM 2.5 in safe mode with addons disabled and still have the same problem. If I click on a link, e.g "See how your current site looks in mobile", it doesn't go any where. It only works if I right click and select "Open in new tab" or "Open in new window". That gets me to #test-your-site. I have to do that one more time to get to "gomo-meter. Once I get there, I can enter the URL and it works okay.
