I don't have a Hotmail account, but I have noticed that webmail providers have been quietly allowing IMAP access in order to be usable by smartphone/tablet users. For instance, both Yahoo and Mail.com, which used to allow POP/IMAP access only for premium users, now allow free IMAP -- but sometimes, not POP -- access.
