I'm sure Philip knows, as most of us do, how to install a particular
plugin. What he's concerned about -- and I have been, too -- is that
"Install plugin..." seems to be asking the user to write a blank check.
It doesn't say "learn more..." or something, it seems to want permission
to install some unnamed software with no understanding of its source or
nature. How many sane people will do that?
