Option 1 is not available because that's the standard behavior of IMAP. IMAP will ALWAYS download only the headers initially, and the message body only when actually opening the message. No, you are right in that Seamonkey does fetch the attachments when the message is opened. I *thought* that it would fetch only the message body, leaving the attachment to be manually requested. I tested, and noticed that yes, the (undesirable) behavior you described was happening. So I went to Google to figure it out. But they are hidden in about:config. The default values should work, though. By default, Thunderbird/Seamonkey will fetch only the headers, then the message body on message open, and then the attachments on request (that is, if you try to open/save the attachment).
