There are several ways of "enhancing" bits of text in plain-text emails. You've just shown us one: ALL CAPS, also known as SHOUTING. Bolding can be rendered with *asterisks* and italics with /slashes/ if you like, and of course underline with _underscore_ -- does that help?
No. I prefer to have the html-bar available.

But if you really want to reply in HTML to a plain-text message, just hold down the Shift key while clicking the "Reply" button at the top of the SM window.

This is exactly the inverse, when a do a simple reply i have the html-bar available and when i do "Shift"-click-on-Reply i don't have the html-bar available.

But i had speaked about "Edit Message as New" ... not Replying. So i re-phrase my first complain: When "Edit Message as New" is in plain text mode, the "html bar" is not present and there is no way ... we are stuck in plain-text..
