No.

Note that I don't want to use Mozilla's Sync or run my own server
(complicated and running server on residential cable is not allowed),
but I don't mind doing it manually and locally when I have multiple
places.sqlite file copies.

Well, your choice. Sync is made exactly for that, and works flawlessly.
