Windows XP SP3 Home Edition
17-inch monitor with resolution set to 800x600
Mozilla/5.0 (Windows NT 5.1; rv:15.0) Gecko/20120909 SeaMonkey/2.12.1

I have a toolbar on the right of my screen, taking up some of the 800
pixel space. While my preferred font sizes are 14 pixels, I have no
minimum size.

The entire blue box almost fits the width of my browser window except
for a tiny sliver of left and right margins. I see the actual content
without any horizontal scrolling.

If I zoom the text size to 120%, however, the content jumps far to the
right (except for the footer, which remains where it was).
Nevertheless, when I scroll to the right, the blue box is the same width
it had before zooming.

The page has 6 XHTML errors and one CSS error. The problem lies within
the Web page and not in SeaMonkey or Firefox.

Anyone who thinks government owns a monopoly on inefficient, obstructive
