I'm using 2.12.1, too, so the dialog box should look the same:
Set Cache Options
The cache keeps copies of frequently visited web pages on your hard
disk. (Clicking Reload always shows you the latest version of a page.)
Your cache is currently using 10.9 MB of disk space.
[x] Let SeaMonkey manage the size of my cache.
Use up to 1024 MB of disk space for the cache. [Clear Cache]
etc.
