That's been my experience. Since I moved to monitoring ubuntuzilla for Seamonkey updates, I've been pleased with the behavior, including prompt updates for new releases. In fact, given the lag time of getting Seamonkey into the Windows update channel (apparently, waiting for whitelisting from Symantec), I've found that the last two or three Seamonkey updates have been available for Ubuntu a few hours ahead of Windows.
